The proprietary software that formed the foundation of Orange County's previous website was the best option available when it was created. However, over the past fifteen years, as Drupal advanced significantly, the county's proprietary web software became increasingly expensive and challenging to manage. Support and updates for the system dwindled, and the vendor eventually announced that the software would be reaching its end-of-life. As county stakeholders looked for a modern content management system (CMS), the drawbacks of depending on proprietary software from a vendor with uncertain future support became clear. It was concluded that the county would benefit more from a CMS developed by an international open-source community rather than a for-profit entity. After a successful previous collaboration with Promet Source, Orange County chose to partner with them to transition their website to a Drupal CMS. Promet's newly introduced component-based design system, Provus, was crucial to the project's success, enhancing development efficiency and enabling site owners and content editors to utilize a comprehensive library of content editing components. With Provus, the management of the site has largely been delegated to individual site owners and over 100 empowered content editors. Using Drupal Layout Builder and a thoughtfully selected array of components, Provus enables site owners to create layouts using customizable component blocks for no-code, drag-and-drop content editing. Although all sites share the same code base, each department has its own distinct database, maintaining a unified design language and brand guidelines.
