Syringe Service Program Application

Indiana Department of Health

Syringe service programs, often known as needle or syringe exchange programs, offer fixed or mobile locations where individuals can obtain sterile syringes and dispose of used ones safely, all grounded in harm reduction principles. These programs also provide referrals to health and social services. The Indiana Department of Health requires precise yet anonymous tracking of these services to evaluate usage, effectiveness, and community outreach. To enhance this system, Kinetic IQ developed a web and mobile application called the IDOH SSP application, which replaced the previous database and eliminated the need for paper-based data collection at mobile sites. This transition has streamlined data entry and improved accuracy. The new SSP application features a user interface (UI) that can be quickly modified to accommodate legislative changes, allowing for the addition or removal of data collection elements within hours rather than undergoing a lengthy development cycle. Initially, 12 reports were designed to provide more detailed information to sites across the state. Data access is restricted to individual SSP sites, although IDOH staff can view and report on all data. A significant enhancement enables sites to track the utilization of their referrals, a feature that was previously difficult to monitor accurately. The mobile application grants offline data entry capabilities to any internet-connected device that has logged in once; events are stored locally until a connection is reestablished, at which point the system syncs and uploads the data. This setup facilitates a more efficient and user-friendly approach to swiftly expand mobile sites. Additionally, the ability for multiple accounts to be linked to the same email address enables SSP staff across the state to be quickly onboarded at new sites for backup support during outbreaks.

Sales managers can advance these leads through the system, while potential clients can input their necessary details via an online portal. The platform produces reports and proposals to aid in the sales process. After potential clients are onboarded, their information is further processed, and all HR data is managed annually within the system. The platform is being enhanced to incorporate a strong renewal system, enabling clients to manage their renewal choices independently each year.
