What the work covers, how to judge a partner and what drives the price.
An engagement usually opens with a current-state assessment: interviews with business and technology leaders, an inventory of systems and data flows, a maturity score across governance, quality, architecture, analytics and skills, and a list of pain points tied to specific decisions or processes. From there the consultants agree the business outcomes data must serve and prioritize the use cases that matter most.
The target state covers several pieces: a governance operating model with data owners, stewards and a data council; quality and metadata standards; a reference architecture choosing between warehouse, lakehouse or data mesh patterns and platforms such as Snowflake, Databricks or BigQuery; data products with named owners; privacy and compliance controls for GDPR, HIPAA or banking rules such as BCBS 239; and a skills and data literacy plan.
Deliverables usually close with a phased roadmap, business case and funding request. Engagements range from a short assessment to a full strategy, an interim chief data officer arrangement, or a strategy phase followed by delivery.
Ask what happened after past strategies were delivered. Which roadmap items were funded, built and adopted, and what changed in the business? A strategy that stayed in a slide deck says little about a firm's judgment.
Check neutrality. Many data consultancies are resellers or implementation partners for a single platform, which can shape the architecture they recommend. Ask about partner revenue and whether they will compare platforms on your requirements. Look at the team: you want someone who has run a data function, not only advised one, plus an architect who will inspect your systems and someone with governance and change management experience.
Questions to ask: how they measure maturity, how they decide which use cases come first, how governance will work day to day without slowing teams down, and how the plan addresses skills and hiring. Red flags: a platform named before discovery, governance proposals with committees but no owners, and a roadmap with no costs or dependencies.
Assessments are usually fixed-fee. Full strategies are priced by phase, either fixed or on capped day rates, and interim leadership roles run as monthly retainers. Firms that also implement sometimes discount the strategy against a delivery contract, which is worth noting when comparing quotes.
Cost depends on the number of business units and systems in scope, how much discovery is needed, the regulatory weight of the sector, whether architecture design and platform selection are included, and how deep the governance design goes. Banks, insurers and healthcare organizations pay more because documentation and controls must stand up to audit.
