Background: As the COVID-19 pandemic prompted municipalities to enforce economic lockdowns and shelter-in-place orders, Edward Gonzales, the Director of San Antonio’s Neighborhood & Housing Services Department (NHSD), faced a significant challenge. During the period from the third to the fourth week of March, applications for rental, mortgage, utility, and relocation assistance surged from approximately 57 per week to over 2,000. These applicants were primarily among San Antonio’s most vulnerable residents, living at or below 200% of the federal poverty line, which translates to about $25-40 per person per day. Challenge: Due to physical distancing measures, applicants could no longer submit their applications in person without risking exposure for themselves and the city's case workers. The existing process required individual caseworker contact with each applicant to assess eligibility, issue applications, and process submissions along with supporting documents. With the significant increase in application volume, the program, its staff, and funding were becoming increasingly overwhelmed. Results: Kinetech responded swiftly, working throughout the Easter Weekend to launch a beta version just seven days later (on April 10th). By 10:00 AM the following day, applicants had initiated over 1,100 applications, averaging nearly 100 submissions per hour, or one every minute. In response to the rising demand, city officials expanded funding for rental, mortgage, and utility assistance to $100 million. The city chose Kinetech for its expertise in rapid application development, agile software processes, systems integration, and Mendix, the leading low-code development platform. University of Pennsylvania

Background: The Quattrone Nanofabrication Lab at the University of Pennsylvania aimed to enhance its equipment reservation system. Lab leaders sought a new solution before relocating to a new facility but faced budget constraints. They dismissed the idea of using an off-the-shelf solution due to high costs and were reluctant to approach the university's IT department, as traditional software development methods would take too long. Challenge: In preparation for the opening of the Singh Center for Nanotechnology, Noah Clay, the center's director, faced a dilemma: how to efficiently manage secure reservations, usage reports, and billing for the equipment in the new research facility? Previously, scheduling was handled through an outdated conference room calendar application, billing was managed with Excel, some records were still logged on paper, and user authorization changes were done manually. Solution: Clay, who previously led a lab, had experience with more sophisticated billing, reporting, and reservation systems and aimed to upgrade the applications at Penn. Though he considered off-the-shelf software, the necessary customizations would have been too costly and not feasible given the tight timeline. While Penn's internal IT developers could create the required applications, they estimated it would take over a year. Seeking a faster solution, Clay partnered with Kinetech's professional services team and Mendix to develop a single integrated application to manage billing, equipment reservations, and analytics for the lab. This app would replace all existing systems handling these tasks. With a need to launch the new system before the lab's relocation in the spring, the team built the app in February, conducted tests in March, and deployed it by early April—all within a strict budget.
