ICMEC
The International Centre for Missing and Exploited Children (ICMEC) is a worldwide non-profit organization that has taken the lead in addressing shortcomings in the global community's efforts to safeguard children from abduction, sexual abuse, and exploitation. ICMEC effectively brings together the necessary personnel, resources, and tools to address these issues. The organization collaborates with numerous child welfare agencies across five continents, forming the foundation of ICMEC's Global Missing Children’s Network (GMCN) initiative. The GMCN is a transnational partnership of agencies that exchange information, cutting-edge technology, and best practices to advocate for children globally. ICMEC has developed a prototype called GMCNgine, utilizing AWS cloud services and harnessing the AI and machine learning features of AWS’s Rekognition product. After demonstrating the concept's viability, ICMEC enlisted the First Factory team to advance to subsequent stages of the project. Following a rapid development schedule of just five months, the web application was ready to be presented during a soft launch for GMCN members. GMCNgine is an AI-driven search and agency collaboration tool that employs customized facial recognition software to locate missing children. Images stored in the case management database are compared with those from the dark web and other significant data sources, generating alerts for any matches found. The GMCNgine's capabilities provide case managers with access to state-of-the-art technology that can not only perform searches but also issue immediate geo-targeted alerts, engage in international case collaboration, and gather abductor arrest information, all aimed at ensuring the safe return of missing children. The technologies utilized include React, NodeJS, AWS Cognito, AWS CodePipeline, AWS CodeCommit, AWS Lambda with API Gateway, AWS S3, AWS Fargate, AWS Rekognition, AWS SQS, AWS SES, Typescript, Redux, Jest, Enzyme, Mocha, Chai, Swagger, ExpressJS, Bootstrap, CodeBuild, AWS Elasticsearch, and Docker.
