City of Bloomington
Bloomington, MN, is a significant city in Minnesota and a suburb of Minneapolis, renowned for hosting the Mall of America. The city previously operated on a static HTML website that failed to meet contemporary standards—it was not optimized for mobile use, featured a complicated navigation system, and lacked clarity and cohesion. To address these issues, the city collaborated with our agency to transition to a modern Content Management System (CMS), specifically Drupal, while enhancing the user experience and visual aesthetics. We prioritized simplifying the site’s navigation by replacing "internal jargon" familiar only to city employees with terminology that is more recognizable to the public. After finalizing the new navigation structure, we focused on content strategy, essential landing pages, user pathways, and content organization on each page. Leveraging existing branding, we created a fresh design, guided by mobile-first principles and accessibility. Throughout the project, we worked closely with the Bloomington team to develop custom modules and functionalities tailored to the city’s distinct requirements. The website includes a personalized feedback system for residents, a versatile city-wide alert system, a snow emergency alert feature easily manageable by city personnel at any time, migration of historical data regarding plats, advanced search tools utilizing Apache Solr, a searchable parks database, a bid management system, a tracking system for city projects, contacts for various departments, and a management system for jobs and volunteers. The initial project was completed in 2015. Several years later, the site began to show its age, necessitating a significant upgrade of the underlying CMS. Instead of starting anew, Electric Citizen was re-engaged to oversee the migration of the existing site to the latest Drupal version, accompanied by a visual redesign. The second launch occurred in 2021. We continue our partnership with the city, providing ongoing support and improvements for the website.
