We partnered with the Ventura County Health Care Agency to create and deploy an interoperability solution based on HL7 FHIR, modernizing their health IT infrastructure to facilitate smooth data exchange, improve reporting, and ensure regulatory compliance.
**Key Technical Features:**
- **FHIR API Development:** Designed a RESTful API that fully adheres to HL7 FHIR R4 standards, incorporating essential resources (Patient, Encounter, Observation, Condition, Medication) customized for Ventura's clinical scenarios.
- **Data Migration:** Successfully migrated extensive legacy clinical data from various EHR systems into a centralized FHIR data repository, maintaining data consistency, integrity, and historical accuracy. Developed ETL pipelines with thorough validation processes to manage millions of records.
- **UDS Reporting Enablement:** Integrated specialized modules for HRSA UDS reporting, linking FHIR data fields to the necessary reporting standards for efficient extraction of clinical, demographic, and operational data.
- **HL7 v2.x to FHIR Transformation:** Created real-time interfaces using Mirth Connect to convert HL7 v2.x messages (ADT, ORU, SIU) into FHIR resources, effectively connecting legacy systems with contemporary applications.
- **Terminology Mapping:** Provided automated mapping services for SNOMED CT, LOINC, and ICD-10 coding, ensuring semantic consistency across different platforms.
- **SMART on FHIR Support:** Ensured compatibility with SMART on FHIR to facilitate third-party application integrations, enhancing patient engagement and clinical decision support.
- **Security & Compliance:** Implemented OAuth2 authentication, role-based access control (RBAC), total HIPAA compliance, and comprehensive audit logging for all endpoints.
- **Data Governance & Quality:** Established automated checks for data quality, validation processes, and exception handling to maintain high data fidelity across all transactions.
