Swiss Agency for Development and Cooperation

The Swiss Agency for Development and Cooperation (SDC) required an advanced conflict sensitivity dashboard to analyze and visualize Switzerland's role in peace-building initiatives throughout the Horn of Africa, which includes Somalia, Somaliland, Ethiopia, and Kenya. Since mid-2021, Adaca has collaborated with SDC to create and refine this analytical tool. The dashboard consolidates intricate humanitarian and conflict data, allowing SDC decision-makers to evaluate the effectiveness of peace-building efforts over time and make strategic, evidence-based decisions regarding resource allocation and intervention methods. The project's success can be attributed to team continuity; our core group, consisting of two developers, a project manager, and a solutions architect, has remained unchanged, fostering a deep understanding of conflict analysis, humanitarian data, and SDC's strategic goals. This consistency allows us to implement advanced improvements efficiently while preserving the platform's integrity and comprehending the specific needs of European stakeholders. SDC has extended the partnership through 2025, highlighting the benefits of working with a stable, knowledgeable team as opposed to the disruptions and knowledge gaps typically associated with high-turnover offshore contracts.

Data Analytics Platform Development for WFP

World Food Programme

The World Food Programme (WFP), which won the Nobel Peace Prize in 2020, did not have a way to measure its impact on peace. As donor funding increased, the need to show measurable results became essential, but WFP lacked the internal resources to create the necessary analytical framework. In response, Adaca collaborated with WFP to create a conflict sensitivity analytics platform that translates qualitative insights from field consultants into quantifiable data. This platform allows for real-time conflict assessments in countries that receive food assistance, based on the idea that reducing conflict contributes to greater peace. We developed three interconnected components: a tool for field data collection to gather civilian feedback on WFP's programs, a data model that translates qualitative conflict sensitivity analyses into measurable metrics, and a role-based permissions system that delivers insights to both WFP staff and external partners instantly. The continuity of the team played a crucial role in managing the project's complexity. Our developers and solutions architects gained extensive expertise in conflict sensitivity analysis, humanitarian data gathering, and the specific needs of UN stakeholder reporting across various time zones and cultural settings. After successfully deploying a proof of concept in the Philippines and Bangladesh, WFP obtained global donor funding to extend the platform to ten additional country offices, confirming the effectiveness of the technical strategy and the benefits of collaborating with a stable, experienced team.
